Medicare tries again to cut costs in bidding

For the second time in two years, Medicare officials are proceeding with a controversial demonstration plan to purchase medical equipment in Western Pennsylvania under a bidding system they contend will save billions.

The go-ahead, announced late last week, could impact thousands of Medicare recipients using everything from wheelchairs to mail-order diabetic supplies.

Federal officials cite potential savings of up to $17 billion over 10 years for the government and Medicare recipients, who typically pay 20 percent of fees directly or through private insurance. But critics warn any savings would be short-term, and suppliers of the goods say dozens of small businesses and hundreds of their employees could be out of work.

Under the program, as-yet-unnamed bidders will become sole suppliers of the equipment and supplies in an area covering Allegheny, Armstrong, Beaver, Butler, Fayette, Washington and Westmoreland counties. The region is one of nine nationwide where the program is planned.

increase 1.3% in May

NEW YORK – Home prices rose in May for the second straight month as federal tax incentives pulled more buyers into the market.

The Standard & Poor’s/Case-Shiller 20-city home price index released Tuesday posted a 1.3 percent increase in May from April.

Nineteen of 20 cities showed price gains month over month. Minneapolis and Atlanta led the way with 2.8 percent and 2 percent increases, respectively. And San Diego posted its 13th straight monthly gain.

BELFAST – Keep Belfast Warm will hold an air-sealing and weatherization workshop from 9 a.m. to noon Saturday, Oct. 31, at 45 Edgecomb Road.

The workshop will be conducted at an old farmhouse and participants will learn how to weather-strip an attic hatch, seal penetrations between heated and unheated spaces, insulate and foam- seal the rim joints between the foundation and the house and weather- strip and caulk doors and windows.

The workshop is limited to 35 participants. To register call Andrew Carpenter at 338-5500.

Keep Belfast Warm also invites residents to take advantage of its weatherization program to reduce winter heating costs. The program is free to homeowners and renters who qualify for the Low-Income Home Energy Assistance Program. Others are asked to pay for the materials that will be installed in their homes, generally $100 to $250.

The program includes a home walk-through by a trained energy auditor that focuses on major air leaks. After the audit, a team of volunteers led by an experienced carpenter will perform the needed work, such as weather-stripping, caulking and insulation. This is not a comprehensive weatherization program as it is meant to address only major air leaks in residential buildings.

North Tonawanda appointment is held up by union issues

Mayor Robert G. Ortt has selected a new person to head the city’s Water and Sewer departments.

But some contractual issues with the union that represents the city’s department heads have to be ironed out before the personnel choice can be announced, Ortt said Tuesday.

The city has been without a full-time water and wastewater superintendent since Paul J. Drof left his post to take the helm of the Niagara Falls Water Board in April.

Since then, the city received eight resumes from people interested in the job, and five interviews were conducted between June 22 and July 2, said Robert W. Welch, administrative assistant to Ortt.

The candidates were interviewed by a committee consisting of Ortt, City Engineer Dale W. Marshall and Public Works Superintendent Gary Franklin.

Marshall has been acting water superintendent, while Franklin has been acting wastewater superintendent since Drof’s departure.

Franklin also heads the local unit of the Office and Professional Employees International Union, which he also took over when Drof left

A HOME care business is expanding and changing its name.

Newcastle-based AIM Home Support, which was previously known as Home Link Support Service, will now offer its service s seven days a week rather than five. The business, run by Anne-Marie Whittle and her partner, provides services such as shopping, cooking and cleaning for the elderly and vulnerable. It looks after about 30 clients all over North Staffordshire.

Anne-Marie said: “If a family is busy we can go and check on people to make sure they are doing OK – a lot of people don’t want personal care, they just need someone popping in to make sure they are all right.” Anne-Marie added that she is hoping to take on extra employees. She said: “It’s just myself and partner at the moment but we are looking to employ more.”
